Memorandum of Understanding on Financial Regulation signed between U.S. and Holy See

The Financial Intelligence Authority of the Holy See and Vatican City State (Autorità di Informazione Finanziaria – AIF), signed a Memorandum of Understanding today in Washington, D.C., with the Financial Crimes Enforcement Network (FinCEN), its U.S. counterpart at the U.S. Department of Treasury, to strengthen its efforts to fight money laundering and terrorism financing globally.

The Memorandum was signed by René Brülhart, Director of AIF, and Jennifer Shasky Calvery, director of FinCEN, and will foster bi-lateral cooperation in the exchange of financial information.

«This is a clear indication the Holy See and the Vatican City State take international responsibilities to combat money laundering and the financing of terrorism very seriously, and that we are cooperating at the highest levels», said Brülhart. «The Vatican has shown that it is a credible partner internationally and has made a clear commitment in the exchange of information in this fight».

AIF was established in 2010 and became operational in April 2011. It is the competent authority of the Holy See and Vatican City State for financial intelligence and for supervision and regulation in the prevention and countering of money laundering and financing of terrorism.

Backgroung Notes: AIF is currently in discussions with various Financial Intelligence Units (FIUs) of other countries and jurisdictions, including European countries, about entering into Memorandums of Understanding (MoUs) to strengthen bilateral cooperation to fight Money Laundering and Terrorism Financing.

Until now AIF has already signed MoUs with the FIUs of Belgium, Spain, Slovenia, and now of the U.S., which plays a leading role in combating money laundering. AIF is currently in discussions with more than 20 other FIUs, and expects several MoUs to be signed in the course of the year.

St. Luke Institute head resigns — under investigation for financial transactions in home diocese

MANCHESTER, NH- Former top Diocese of Manchester official Monsignor Edward J. Arsenault is under investigation by the N.H. Attorney General’s Office for “improper financial transactions,” according to a release Monday afternoon from the Diocese.

A review by the Diocese discovered evidence suggesting improper financial transactions by Arsenault involving diocesan funds, according to the statement.

Because the diocese was concerned that illegal acts may have been committed, church officials reported the matter to the attorney general, the statement said, which also indicated the diocese is cooperating with the attorney general’s investigation.

The statement went on to say the diocese cannot discuss this matter further and will offer more information when it is appropriate to do so.

Arsenault held several senior positions in diocesan leadership from January 1999 to February 2009. Since October 2009, he has been serving as president and chief executive officer of St. Luke Institute in Silver Spring, Md. The Diocese said Arsenault has resigned from that post and will refrain from all public ministry, pending the outcome of the investigations.

Bishop Peter A. Libasci of the Diocese of Manchester said, “I am committed to reviewing our internal diocesan operations to ensure that any issues are identified and corrected, as necessary. We will do this in the light of day. In the meantime, we will be cooperating fully with the attorney general’s investigation. Please join with me in keeping all those involved in your prayers.”

In a statement from Catholic Medical Center signed by
CMC President/CEO Dr. Joseph Pepe and board chairman Joseph Graham, the hospital said, “In light of the discovery of evidence suggesting improper financial transactions by Msgr. Edward Arsenault involving diocesan funds, CMC recently asked the New Hampshire Office of the Attorney General to review a specific contract for consulting services between CMC and Msgr. Arsenault. The contract was signed in 2009 after Msgr. Arsenault’s resignation from the CMC Board of Directors. The contract ended in 2010.

“Given the serious allegations involving Msgr. Arsenault, it is our desire to proactively shed light on this contract by seeking a thorough review by the attorney general. We do not know whether this contract will have any bearing on the current investigation, but in the interest of openness and transparency, we have asked for this review. We will cooperate fully with the attorney general’s investigation.”

In just a little while I will head to the city of Eldorado, Texas, to celebrate a happy event. Father Joseph Vathalloor, CMI, is celebrating the 50th anniversary of his first profession of religious vows. Father is a member of the Carmelites of Mary Immaculate, an Indian order of priests. He has been the pastor of Our Lady of Guadalupe Parish in Eldorado for many years now. Congratulations, Father Joseph, and my God give you many more years to serve him on this earth.

Swiss Guards sworn in

Today is the annual swearing in of the new Swiss Guards. Some 35 took their vows today in the Paul VI Audience Hall at the Vatican. The ceremony was moved inside because of rain. Normally it takes place in the Cortile San Damaso, right under the Papal Apartments in the Apostolic Palace, where the Pope could actually hear the new recruits, since they pretty much scream out their vow/oath of loyalty to protect the person of the Roman Pontiff. But then again, Pope Francis doesn’t live in the Palace, but has opted to stay at Martha’s House, the Vatican’s answer to a Motel 6.

On Friday and Saturday, the Pope had members of the Swiss Guard as his guests at his daily Mass.

Here is a video showing how the swearing in takes place. U have had the distinct honor of having been invited to be present for this ceremony on two separate occasions.
