Happy Monday in what may be an interesting week

Well, folks, let’s just sit back and pray and see what this week will bring.

First off, I have a feeling that the fireworks are only just starting in Los Angeles. What with the public dressing down of the retired cardinal by his successor, and then a clarification of what it meant, there can only be more on the way. Hopefully, they can be gentlemen. One must realize that there is no way that all of this happened without the Holy See knowing about it in advance, which makes it even more interesting. After all, you don’t attack your predecessor who happens to be a Prince of the Church without consulting with the folks at headquarters squadron!

Lots of the bishops are gathered in Dallas for the next few days for their annual symposium on medical/moral ethics. I imagine they will have lots to talk about, and they certainly have lots to learn. In attendance this year for the first time is the newly-appointed head of the Congregation for the Doctrine of the Faith, Archbishop Muller. We welcome him to our country and hope he has a wonderful experience.

Please pray for two people who were shot in an altercation early this morning. It appears that will both recover from their wounds. The person who shot them is in custody. Didn’t get much sleep as I was called to the ER around 3:30 this morning.

Should be fine though for the 6 pm Mass this evening, however I fear attendance will be sparse due to the SuperBowl.

Archbishop José Gomez has issued the following clarification:

“Questions from the faithful and some members of the news media indicate that it would be helpful for me to clarify the status of Cardinal Roger Mahony and Bishop Thomas Curry.

“Cardinal Mahony, as Archbishop Emeritus, and Bishop Curry, as Auxiliary Bishop, remain bishops in good standing in the Archdiocese of Los Angeles, with full rights to celebrate the Holy Sacraments of the Church and to minister to the faithful without restriction.”

This morning I sent this letter to Archbishop Jose H. Gomez giving the history and context of what we have been through since the mid-1980s. There is nothing confidential in my letter. I have been encouraged by others to publish it, so I am do so on my personal Blog. I hope you find it useful.

Dear Archbishop Gomez:
In this letter I wish to outline briefly how the Archdiocese of Los Angeles and I responded to the evolving scandal of clergy sexual misconduct, especially involving minors.

Nothing in my own background or education equipped me to deal with this grave problem. In two years [1962—1964] spent in graduate school earning a Master’s Degree in Social Work, no textbook and no lecture ever referred to the sexual abuse of children. While there was some information dealing with child neglect, sexual abuse was never discussed.

Shortly after I was installed on September 5, 1985 I took steps to create an Office of the Vicar for the Clergy so that all our efforts in helping our priests could be located in one place. In the summer of 1986 I invited an attorney-friend from Stockton to address our priests during our annual retreat at St. John’s Seminary on the topic of the sexual abuse of minors. Towards the end of 1986 work began with the Council of Priests to develop policies and procedures to guide all of us in dealing with allegations of sexual misconduct. Those underwent much review across the Archdiocese, and were adopted in 1989.
During these intervening years a small number of cases did arise. I sought advice from several other Bishops across the country, including Cardinal John O’Connor of New York, Cardinal Joseph Bernardin of Chicago, and then Bishop Adam Maida of Green Bay. I consulted with our Episcopal Conference frequently. All the advice was to remove priests from active ministry if there was reasonable suspicion that abuse had occurred, and then refer them to one of the several residential treatment centers across the country for evaluation and recommendation.

This procedure was standard across the country for all Arch/Dioceses, for School Districts, for other Churches, and for all Youth Organizations that dealt with minors. We were never told that, in fact, following these procedures was not effective, and that perpetrators were incapable of being treated in such a way that they could safely pursue priestly ministry.
During the 1990s our own policies and procedures evolved and became more stringent. We had learned from the mistakes of the 1980s and the new procedures reflected this change. In 1994 we became one of the first Archdioceses in the world to institute a Sexual Abuse Advisory Board [SAAB] which gave helpful insights and recommendations to the Vicar for the Clergy on how to deal with these cases. Through the help of this Board, we moved towards a “zero tolerance” policy for clergy who had allegations against them which had proven true.

In 2002 we greatly expanded the SAAB group into the new Clergy Misconduct Oversight Board. They were instrumental in implementing the Charter for the Protection of Children and Youth and served as an invaluable body for me and our Archdiocese. They dealt with every case with great care, justice, and concern for our youth.

From 2003 to 2012 the Archdiocese underwent several Compliance Audits by professional firms retained for this purpose. Most Auditors were retired FBI agents, and extremely competent. Every single Audit concluded that the Archdiocese was in full compliance with the Charter.

When you were formally received as our Archbishop on May 26, 2010, you began to become aware of all that had been done here over the years for the protection of children and youth. You became our official Archbishop on March 1, 2011 and you were personally involved with the Compliance Audit of 2012—again, in which we were deemed to be in full compliance.

Not once over these past years did you ever raise any questions about our policies, practices, or procedures in dealing with the problem of clergy sexual misconduct involving minors.

I have stated time and time again that I made mistakes, especially in the mid-1980s. I apologized for those mistakes, and committed myself to make certain that the Archdiocese was safe for everyone.
Unfortunately, I cannot return now to the 1980s and reverse actions and decisions made then. But when I retired as the active Archbishop, I handed over to you an Archdiocese that was second to none in protecting children and youth.

Dear Brothers and Sisters,

The celebration of Lent, in the context of the Year of Faith, offers us a valuable opportunity to meditate on the relationship between faith and charity: between believing in God – the God of Jesus Christ – and love, which is the fruit of the Holy Spirit and which guides us on the path of devotion to God and others.

1. Faith as a response to the love of God

In my first Encyclical, I offered some thoughts on the close relationship between the theological virtues of faith and charity. Setting out from Saint John’s fundamental assertion: “We have come to know and to believe in the love God has for us” (1 Jn 4:16), I observed that “being Christian is not the result of an ethical choice or a lofty idea, but the encounter with an event, a person, which gives life a new horizon and a decisive direction … Since God has first loved us (cf. 1 Jn 4:10), love is now no longer a mere ‘command’; it is the response to the gift of love with which God draws near to us” (Deus Caritas Est, 1). Faith is this personal adherence – which involves all our faculties – to the revelation of God’s gratuitous and “passionate” love for us, fully revealed in Jesus Christ. The encounter with God who is Love engages not only the heart but also the intellect: “Acknowledgement of the living God is one path towards love, and the ‘yes’ of our will to his will unites our intellect, will and sentiments in the all-embracing act of love. But this process is always open-ended; love is never ‘finished’ and complete” (ibid., 17). Hence, for all Christians, and especially for “charity workers”, there is a need for faith, for “that encounter with God in Christ which awakens their love and opens their spirits to others. As a result, love of neighbour will no longer be for them a commandment imposed, so to speak, from without, but a consequence deriving from their faith, a faith which becomes active through love” (ibid., 31a). Christians are people who have been conquered by Christ’s love and accordingly, under the influence of that love – “Caritas Christi urget nos” (2 Cor 5:14) – they are profoundly open to loving their neighbour in concrete ways (cf. ibid., 33). This attitude arises primarily from the consciousness of being loved, forgiven, and even served by the Lord, who bends down to wash the feet of the Apostles and offers himself on the Cross to draw humanity into God’s love.

“Faith tells us that God has given his Son for our sakes and gives us the victorious certainty that it is really true: God is love! … Faith, which sees the love of God revealed in the pierced heart of Jesus on the Cross, gives rise to love. Love is the light – and in the end, the only light – that can always illuminate a world grown dim and give us the courage needed to keep living and working” (ibid., 39). All this helps us to understand that the principal distinguishing mark of Christians is precisely “love grounded in and shaped by faith” (ibid., 7).

2. Charity as life in faith

The entire Christian life is a response to God’s love. The first response is precisely faith as the acceptance, filled with wonder and gratitude, of the unprecedented divine initiative that precedes us and summons us. And the “yes” of faith marks the beginning of a radiant story of friendship with the Lord, which fills and gives full meaning to our whole life. But it is not enough for God that we simply accept his gratuitous love. Not only does he love us, but he wants to draw us to himself, to transform us in such a profound way as to bring us to say with Saint Paul: “it is no longer I who live, but Christ who lives in me” (cf. Gal 2:20).

When we make room for the love of God, then we become like him, sharing in his own charity. If we open ourselves to his love, we allow him to live in us and to bring us to love with him, in him and like him; only then does our faith become truly “active through love” (Gal 5:6); only then does he abide in us (cf. 1 Jn 4:12).

Faith is knowing the truth and adhering to it (cf. 1 Tim 2:4); charity is “walking” in the truth (cf. Eph 4:15). Through faith we enter into friendship with the Lord, through charity this friendship is lived and cultivated (cf. Jn 15:14ff). Faith causes us to embrace the commandment of our Lord and Master; charity gives us the happiness of putting it into practice (cf. Jn 13:13-17). In faith we are begotten as children of God (cf. Jn 1:12ff); charity causes us to persevere concretely in our divine sonship, bearing the fruit of the Holy Spirit (cf. Gal 5:22). Faith enables us to recognize the gifts that the good and generous God has entrusted to us; charity makes them fruitful (cf. Mt 25:14-30).

3. The indissoluble interrelation of faith and charity

In light of the above, it is clear that we can never separate, let alone oppose, faith and charity. These two theological virtues are intimately linked, and it is misleading to posit a contrast or “dialectic” between them. On the one hand, it would be too one-sided to place a strong emphasis on the priority and decisiveness of faith and to undervalue and almost despise concrete works of charity, reducing them to a vague humanitarianism. On the other hand, though, it is equally unhelpful to overstate the primacy of charity and the activity it generates, as if works could take the place of faith. For a healthy spiritual life, it is necessary to avoid both fideism and moral activism.

The Christian life consists in continuously scaling the mountain to meet God and then coming back down, bearing the love and strength drawn from him, so as to serve our brothers and sisters with God’s own love. In sacred Scripture, we see how the zeal of the Apostles to proclaim the Gospel and awaken people’s faith is closely related to their charitable concern to be of service to the poor (cf. Acts 6:1-4). In the Church, contemplation and action, symbolized in some way by the Gospel figures of Mary and Martha, have to coexist and complement each other (cf. Lk 10:38-42). The relationship with God must always be the priority, and any true sharing of goods, in the spirit of the Gospel, must be rooted in faith (cf. General Audience, 25 April 2012). Sometimes we tend, in fact, to reduce the term “charity” to solidarity or simply humanitarian aid. It is important, however, to remember that the greatest work of charity is evangelization, which is the “ministry of the word”. There is no action more beneficial – and therefore more charitable – towards one’s neighbour than to break the bread of the word of God, to share with him the Good News of the Gospel, to introduce him to a relationship with God: evangelization is the highest and the most integral promotion of the human person. As the Servant of God Pope Paul VI wrote in the Encyclical Populorum Progressio, the proclamation of Christ is the first and principal contributor to development (cf. n. 16). It is the primordial truth of the love of God for us, lived and proclaimed, that opens our lives to receive this love and makes possible the integral development of humanity and of every man (cf. Caritas in Veritate, 8).

Essentially, everything proceeds from Love and tends towards Love. God’s gratuitous love is made known to us through the proclamation of the Gospel. If we welcome it with faith, we receive the first and indispensable contact with the Divine, capable of making us “fall in love with Love”, and then we dwell within this Love, we grow in it and we joyfully communicate it to others.

Concerning the relationship between faith and works of charity, there is a passage in the Letter to the Ephesians which provides perhaps the best account of the link between the two: “For by grace you have been saved through faith; and this is not your own doing; it is the gift of God; not because of works, lest anyone should boast. For we are his workmanship, created in Christ Jesus for good works, which God prepared beforehand, that we should walk in them” (2:8-10). It can be seen here that the entire redemptive initiative comes from God, from his grace, from his forgiveness received in faith; but this initiative, far from limiting our freedom and our responsibility, is actually what makes them authentic and directs them towards works of charity. These are not primarily the result of human effort, in which to take pride, but they are born of faith and they flow from the grace that God gives in abundance. Faith without works is like a tree without fruit: the two virtues imply one another. Lent invites us, through the traditional practices of the Christian life, to nourish our faith by careful and extended listening to the word of God and by receiving the sacraments, and at the same time to grow in charity and in love for God and neighbour, not least through the specific practices of fasting, penance and almsgiving.

4. Priority of faith, primacy of charity

Like any gift of God, faith and charity have their origin in the action of one and the same Holy Spirit (cf. 1 Cor 13), the Spirit within us that cries out “Abba, Father” (Gal 4:6), and makes us say: “Jesus is Lord!” (1 Cor 12:3) and “Maranatha!” (1 Cor 16:22; Rev 22:20).

Faith, as gift and response, causes us to know the truth of Christ as Love incarnate and crucified, as full and perfect obedience to the Father’s will and infinite divine mercy towards neighbour; faith implants in hearts and minds the firm conviction that only this Love is able to conquer evil and death. Faith invites us to look towards the future with the virtue of hope, in the confident expectation that the victory of Christ’s love will come to its fullness. For its part, charity ushers us into the love of God manifested in Christ and joins us in a personal and existential way to the total and unconditional self-giving of Jesus to the Father and to his brothers and sisters. By filling our hearts with his love, the Holy Spirit makes us sharers in Jesus’ filial devotion to God and fraternal devotion to every man (cf. Rom 5:5).

The relationship between these two virtues resembles that between the two fundamental sacraments of the Church: Baptism and Eucharist. Baptism (sacramentum fidei) precedes the Eucharist (sacramentum caritatis), but is ordered to it, the Eucharist being the fullness of the Christian journey. In a similar way, faith precedes charity, but faith is genuine only if crowned by charity. Everything begins from the humble acceptance of faith (“knowing that one is loved by God”), but has to arrive at the truth of charity (“knowing how to love God and neighbour”), which remains for ever, as the fulfilment of all the virtues (cf. 1 Cor 13:13).

Dear brothers and sisters, in this season of Lent, as we prepare to celebrate the event of the Cross and Resurrection – in which the love of God redeemed the world and shone its light upon history – I express my wish that all of you may spend this precious time rekindling your faith in Jesus Christ, so as to enter with him into the dynamic of love for the Father and for every brother and sister that we encounter in our lives. For this intention, I raise my prayer to God, and I invoke the Lord’s blessing upon each individual and upon every community!

Bishops must shoulder responsibility in the pro-life struggle

Cardinal Sean O’Malley is certainly right to call for fasting and prayer this week, as we sadly observe the 40th anniversary of Roe v. Wade. The abortion issue—the ongoing slaughter of countless millions of innocent children—is not just another ordinary political question like the “fiscal cliff” debate. This is not merely a political contest but a spiritual battle.

For we are not contending against flesh and blood, but against the principalities, against the powers, against the world rulers of this present darkness, against the spiritual hosts of wickedness in the heavenly places. (Eph. 6:12)

Pro-lifers have been fighting the political battle against abortion for 40 years, and still the bloodshed continues. Perhaps it is time to recognize that the culture of death is one of those evils that “cannot be driven out by anything but prayer.”

Yes, certainly we should fast and pray. It’s appropriate to use spiritual weapons in spiritual combat. For that matter, in a struggle of this importance we should use every means at our disposal, every tool in our drawers. All the different forms of pro-life work—the lobbying and educational campaigns, the pregnancy-help centers, the fundraising, the speeches and demonstrations—have their place in a coordinated strategy. We should all be doing everything in our power, in the natural order as well as the supernatural, to end the abomination of legal abortion on demand.

But there is one powerful tool that has not yet been put to use in the pro-life struggle, and one group of people who have not yet done what they can do for the cause. I refer to the American Catholic bishops, and the use of ecclesiastical discipline.

Forty years after Roe there remain dozens of prominent politicians who identify themselves as Catholics, but actively promote the culture of death. These “pro-choice Catholics” are a source of confusion to the public and scandal to the Church.

The US Catholic bishops have issued many fine statements on the evils of abortion and the dignity of human life. But statements are one thing, actions another; and when one’s actions do not match one’s public pronouncements, those statements lose value. The bishops have warned that Catholic politicians who promote abortion are separating themselves from the communion of the Church. But they have not followed up, as necessary, by taking disciplinary action against those politicians who have not heeded their warning.

If a Catholic in his diocese is promoting abortion, a Catholic bishop has a solemn obligation to take three steps:

First, admonition. The bishop should call the erring politician to a private meeting, rebuke him, and warn him that he is putting his soul in jeopardy.

Second, denunciation. If the politician remains obstinate, the bishop should make his rebuke public, letting the world know that the Church views the politician’s actions as gravely wrong. A specific public statement, naming names, is necessary to address a public scandal, and to counteract the widespread impression that abortion is only one of many issues in which the Church takes an interest.

Third, exclusion from Communion. The Code of Canon Law (#915) instructs clerics to protect the Eucharist from scandal, by refusing to administer the sacrament to those who “obstinately persist in manifest grave sin.” The enforcement of Canon 915 is not optional; it is a moral obligation. Yet the American bishops have chosen to ignore that obligation.

As long as our bishops are not doing all that they can do (and only they can do), the American pro-life movement is not doing its utmost to fight for an end to abortion. Yes, we should fast and pray. Yes, we should engage in practical pro-life activism. But we should also beg our bishops to shoulder their own responsibility in this battle. Prayer and fasting can work wonders. However, as we pray, we must also do whatever we can, on the natural order.

Imagine that your doctor tells you that you must lose weight quickly or your life will be in danger. You pray that you will meet your weight-loss goals, and ask your friends to join with you in those prayers. Good. But if you continue routinely to tuck into second helpings of dessert, can you really expect those prayers to be answered?

The latest “compromise” on the HHS mandate

The Obama administration has announced a new policy that would allow religious employers to provide employees with health-care plans that do not include coverage for contraceptives.

The “compromise,” which the Obama administration had promised for religious employers, would allow for employees to enroll in a health-care plan that did not include contraceptive coverage. However, all employees would then also be enrolled in a separate policy, carried by a 3rd-party provider, that would cover contraceptives at no additional cost.

The new policy, unveiled February 1, would apply only to nonprofit institutions with direct ties to a religious body. Private employers who have moral objections to subsidizing contraception would not be covered by the proposal. The Obama administration reasoned that this approach should satisfy the concerns of religious groups because they would not “have to contract, arrange, pay or refer for any contraceptive coverage to which they object on religious grounds.”

Cardinal Timothy Dolan of New York, the president of the US bishops’ conference, said that he would “study the proposed regulations closely” before issuing a response. The US bishops’ conference was reportedly not consulted by the White House before the new policy was released.

Archdiocese of Los Angeles releases files; Cardinal no longer to be active in ministry

(Vatican Radio) The archdiocese of Los Angeles (U.S.A.) released thousands of pages of personnel files on Thursday, in connection with sexual abuse of minors by members of the clergy. Accompanying the release of the documents, Los Angeles’ current Archbishop, José Gomez issued a statement addressed to the faithful in which he says that his predecessor, retired Cardinal Roger Mahony, has expressed sorrow for his failure to fully protect young people entrusted to his care during his time as leader of the Archdiocese. Archbishop Gomez says, “effective immediately,” he has “informed Cardinal Mahony that he will no longer have any administrative or public duties.”
Below, the full text of Archbishop Gomez’ public letter:

My brothers and sisters in Christ,
This week we are releasing the files of priests who sexually abused children while they were serving in the Archdiocese of Los Angeles.

These files document abuses that happened decades ago. But that does not make them less serious.

I find these files to be brutal and painful reading. The behavior described in these files is terribly sad and evil. There is no excuse, no explaining away what happened to these children. The priests involved had the duty to be their spiritual fathers and they failed.

We need to acknowledge that terrible failure today. We need to pray for everyone who has ever been hurt by members of the Church. And we need to continue to support the long and painful process of healing their wounds and restoring the trust that was broken.

I cannot undo the failings of the past that we find in these pages. Reading these files, reflecting on the wounds that were caused, has been the saddest experience I’ve had since becoming your Archbishop in 2011.

My predecessor, retired Cardinal Roger Mahony, has expressed his sorrow for his failure to fully protect young people entrusted to his care. Effective immediately, I have informed Cardinal Mahony that he will no longer have any administrative or public duties. Auxiliary Bishop Thomas Curry has also publicly apologized for his decisions while serving as Vicar for Clergy. I have accepted his request to be relieved of his responsibility as the Regional Bishop of Santa Barbara.

To every victim of child sexual abuse by a member of our Church: I want to help you in your healing. I am profoundly sorry for these sins against you.

To every Catholic in the Archdiocese of Los Angeles, I want you to know: We will continue, as we have for many years now, to immediately report every credible allegation of abuse to law enforcement authorities and to remove those credibly accused from ministry. We will continue to work, every day, to make sure that our children are safe and loved and cared for in our parishes, schools and in every ministry in the Archdiocese.

In the weeks ahead, I will address all of these matters in greater detail. Today is a time for prayer and reflection and deep compassion for the victims of child sexual abuse.

I entrust all of us and our children and families to the tender care and protection of our Blessed Mother Mary, Our Lady of Guadalupe and Our Lady of the Angels.
